2026 Public Hearing on the Renewal of the Downtown State College Improvement District

State College Borough Council will receive public comment on the Downtown State College Improvement District (DSCID) renewal.

The District is generally the area encompassed by College Avenue, Atherton Street, Highland Alley, and Sowers Street, and is specifically outlined on the map included in the Reauthorization Plan.

The Reauthorization Plan provides for the renewal of the Downtown State College Improvement District for a period of 10 years. No changes to the district boundaries or assessment rate are proposed with this renewal. The draft Reauthorization Plan presented to Council on Monday, May 11, is also available for inspection in the Office of the Borough Secretary, 243 S. Allen St., State College, PA and available to read online here.

The DSCID will provide an overview of the renewal plan, after which Council will conduct a public hearing to receive comments on the renewal of the DSCID. Following the hearing, Council may take action to authorize the distribution of the notice to property owners in the District to vote on the renewal.

2025 Downtown Master Plan Update and DID Reauthorization RFQ

The Borough of State College, PA, partnering with the Downtown State College Improvement District (DSCID),  is seeking Statements of Qualifications from a team of qualified, multi-disciplinary professionals in urban planning, architecture, civil engineering, community and economic development, or related fields to create a Downtown Master Plan and assist with reauthorizing a Neighborhood Improvement District, known as the Downtown Improvement District (DID), in State College. The adopted Downtown Master Plan will encompass a forward vision that aligns with the Borough’s and the DID’s vision and mission in accordance with the terms and scope of work specified herein. The ten year DID reauthorization will consist of assessing its feasibility and assist in its implementation through the preparation of scope work, budget, schedule, property owner petition drive, and overall coordination management. Qualified firms are invited to submit their qualifications and proposals.
