Bike Registration Requirements

  • No persons shall ride a pedal cycle within the Borough on any street or on any bike path, unless and until such pedal cycle has been registered and a registration tag is attached thereto as proven herein.
  • The foregoing shall not apply to persons who are not residents of the Borough and who ride within the Borough on a street or a public path less than 10 times per year.

Ways to Register Your Bike

  • Through the State College Police Department – in person or via mail
  • Through the Penn State University Bike Index
  • Through any participating bicycle establishment

Liability/Owner/Renewal Fees 

  • No fee shall be charged by the Borough of State College for annual pedal cycle registration
  • All pedal cyclist must register no later than 10 days after purchase
  • The registration period for pedalcycles shall be during fiscal year, June 1 to May 31.


Operation of Pedalcycles

Every person operating a pedalcycle upon a street shall be granted all the rights and shall be subject to all of the duties applicable to the operator of a vehicle by the laws of this Commonwealth declaring rules of the road applicable to vehicles or by the ordinances of this Borough applicable to the operator of a vehicle, except as to special regulations in this article and except as to those provisions of laws and ordinances which, by their nature, can have no application.

Note: Persons riding pedalcycles upon a street, bike path, or sidewalk shall ride to their right side. See below for exception.

Riding on Sidewalks. Pedalcycles are not to be ridden on sidewalks in the downtown business district unless permitted by official traffic control devices. You are permitted to ride on sidewalks outside of the downtown district.

Riding on Streets and Bike Paths. Every person operating a pedalcycle shall ride as near to the right side of the street as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction, and shall ride in the same direction as traffic.

Any persons operating a pedalcycle upon a street which carries traffic in a one-way direction, that has two or more marked lanes, may ride as near to the left-hand curb or edge as practicable, exercising due care when passing and proceeding in the same direction as the vehicles 

Restrictions and Limitations to Operating a Pedalcycle

Riding Abreast. Persons riding pedalcycles upon a roadway shall not ride more than two abreast except on paths or parts of roadways set aside for the exclusive use of pedalcyclist

Slower Than Prevailing Speeds. A pedalcycle operated at lower than prevailing speed shall ride as near to the right side of the street as possible and practicable except when preparing for a left hand turn at an intersection.

Right of Way to Pedestrians. A person riding a pedalcycle upon a sidewalk or bike path shall yield the right-of-way to pedestrians and shall give an audible signal, by way of bell, horn, or voice before overtaking and passing a pedestrian.

Passengers Illegal. A person pedaling a pedalcycle shall not ride other than upon or astride a permanent and regular seat attached thereto. A pedalcycle may not be used to carry more persons on it at one time than the number for which is it designed and equipped, except that an adult rider may transport a child carrier which is securely attached to the pedalcycle or in a trailer which is towed by a pedalcycle.

Clinging to Vehicles Prohibited. No person riding upon any pedalcycle shall attach the same or himself to any moving vehicle upon a street for the purpose of being pulled along with the moving vehicle

Carrying Articles. No persons operating a pedalcycle shall carry any package, bundle, or article which prevents the driver from keeping at least one hand upon the handlebar or obstructs the driver’s vision.

Improper Riding, Trick Riding, Racing. No person operating a pedalcycle shall participate in any race, speed or endurance contest, unless such race or endurance contest has obtained the necessary permit(s) and approval through the Borough. No person operating a pedalcycle shall perform any acrobatic, fancy, or stunt riding unless it is an organized activity and the organizers have obtained the necessary permit(s) and approval through the Borough.

Obedience to Traffic Control Devices. All persons operating a pedalcycle shall obey the instructions of official traffic-control devices (traffic signs) applicable to vehicles, unless otherwise directed by a police officer. Pedalcyclists may dismount from their pedalcycle in order to continue their intended direction of travel, thereby disregarding the traffic-control device, if such movement is permitted for pedestrians.

Pedalcycle Parking

A person may park a pedalcycle on a sidewalk, unless prohibited or restricted by an official traffic control device. However, no person shall park any pedalcycle against windows or parking meters or on the main traveled portion of the sidewalk, nor in such manner as to constitute a hazard to pedestrians, traffic or property.

No person shall chain or secure a pedalcycle to any stop sign, parking sign or any other official sign, including trees in the street rights-of-way within the Borough.

Bicycle/pedalcycle racks are to be used, where available. No person shall chain or secure a pedalcycle to a bicycle/pedalcycle rack within a street right-of-way in excess of 72 hours. No person shall chain or secure a pedalcycle to a bicycle/pedalcycle rack in a municipal parking facility in excess of 30 days.

Bike Safety is more than wearing a helmet. In Pennsylvania, bicycles are classified as motor vehicles and are required to obey ALL traffic laws. For a complete list of Pennsylvania Bike Laws please visit the PA Bicycle’s Driver Manual   In addition, the State College Borough has its own bike laws and bike ordinances

Highlighting Important Laws:

  • All Borough residents are required to register their bikes 
  • All cyclists under the age of 12 are required to wear a helmet 
  • Motor vehicles must allow a 4-feet pass for cyclists when sharing the road 
  • Cyclists of all ages are required to use a front and rear lights between dusk and dawn
