New Zoning Ordinance

The Borough of State College, with support from national urban planning and land use consulting firm Clarion Associates, is developing a New Comprehensive Zoning Ordinance and a Subdivision and Land Development Ordinance (SALDO) to better implement the Borough’s planning policies and priorities. 

As of March 5, 2026, Borough Planning Commission (see: Planning Commission Review) and Borough Council have both concluded their reviews of the initial draft zoning ordinance. This draft is now undergoing revisions in anticipation of a revised draft being made available for public review by early summer 2026. Please continue to check back here regularly for updates during the process.

Planning Commission will commence its review of the draft SALDO on April 22, 2026, as part of their regularly scheduled meetings. Planning Commission agendas and minutes can be found here. After their review, they will provide recommendations to Borough Council. The Zoning Ordinance and SALDO are both undergoing their reviews on such timelines as will allow them to be adopted concurrently.
