Projects & Land Developments
The State College Planning and Geographic Information Systems (GIS) Departments are pleased to provide an interactive GIS application to share information on submitted land development projects in the Borough. The application was built by Borough staff on the ArcGIS Urban platform, which is a web-based 3D experience designed to improve urban planning and decision-making.
Most projects include a basic 3D model to show the overall building form and scale in the context of its surroundings, and when possible, the Borough has acquired detailed architectural models to depict buildings more accurately.
Additional information includes the number of residential dwelling units, commercial/office space, zoning district, Design Review Board and Planning Commission review dates, and status of each project.
While the application is updated regularly, it is in not an official record and users should always check with the Planning Department for the most accurate information available.

Traffic impact studies (TIS) and associated review letters for active developments proposed within State College Borough are provided below. “Active” projects include those in the planning or construction phases. Once a project is complete, the information is removed from this page but is always available to interested parties upon request.
TIS are reviewed by the Borough’s contracted Traffic Engineer and the PA Department of Transportation (PennDOT). The final approval for all TIS comes from PennDOT, and the approval letter will be added to this page once available. It is common for a TIS to be under review for several months, or even years while the developer makes revisions based on review comments from the Borough and PennDOT.
Not every development project requires a TIS. Smaller developments with minimal impact to the transportation network are exempted when specific criteria are met. The applicant must provide supporting documentation, and the validity of the exemption request is verified by the Borough’s Traffic Engineer.
