Borough Council has established the Design Review Board and Planning Commission and empowered them to review land development plans. Administrative procedures for reviewing land development plans are established in the Pennsylvania Municipalities Planning Code (MPC) and the State College Borough Zoning Ordinance.
The Design Review Board and Planning Commission may request that the Commission comment on a land development plan for a site located in a National Register Historic District or for a building or structure that meets the criteria for historical significance established by the United States Secretary of the Interior.
The Commission may request the opportunity to review and comment on a land development plan for a site located in a National Register Historic District or for a building or structure that meets the criteria for historical significance established by the United States Secretary of the Interior. Such review by the Commission shall occur within the time periods for the review of land development plans established in the MPC and the State College Zoning Ordinance.
An applicant submitting a land development plan for approval by the Borough of State College may, but is not required to, attend any meeting of the Commission at which their land development plan is reviewed. To the greatest extent possible, the Commission shall conduct its plan review jointly with the Design Review Board or Planning Commission.
Disapproval of a land development plan by the Commission is not sufficient cause for the Borough to disapprove a land development plan that complies with all other criteria necessary for approval.
In order to facilitate the interaction between the Commission and the Design Review Board or Planning Commission, Council may make one or more joint appointments among the three advisory bodies.
