As a result of the November elections, Council members Peter Morris and James Rosenberger will retain their seats on Council for another four year term. Newly elected Council members Catherine Dauler and Sarah Klinetob will join Council on January 3, 2012.
Citizen involvement with Borough government is not limited to those who serve as Council members. For others who would like to get involved, a number of positions on the Borough's Authorities, Boards, Commissions and Committee will become available in December. If you are interested in shaping the future of State College, we might have an opportunity for you! We are accepting applications for all ABC committees. The refuse collection schedule will be affected by the upcoming holidays and the first day of deer season:
- For residents whose refuse is usually collected on Thursdays, refuse will be picked up on Wednesday, November 23, during the week of Thanksgiving;
- For residents whose refuse is usually collected on Mondays, refuse will be picked up as scheduled during the week of Thanksgiving, but picked up on Wednesday, November 30, during the week following Thanksgiving;

- All other residents should continue to put out their refuse on their regularly scheduled day.
Residents are reminded that, due to the refuse holiday schedule, there will be no bulk item or brush collection during the week of Thanksgiving and no bulk item collection during the week following Thanksgiving. Theresa McElwain, Director of the State College Police Department's Grants & Planning Section, received the Norma Keller Volunteer of Distinction Award on November 10, at the Communities that Care (CTC) Prevention Coalition of Centre County Fall Retreat. Ms. McElwain was honored for her commitment to the protection of youth in Centre County and long-time involvement as a key leader in the Care Partnership CTC organization.
Kate Doe and Courtney Hayden were also recognized at the event with receipt of the Community Builder Award for their work as AmeriCorps members serving the Borough on issues related to neighborhood relations and the environment.
Communities that Care provides evidence-based programs--surveying community members, collecting data, and developing programs to address specific risks to youth--to protect youth from identified risks. These risks include substance abuse, delinquency, violence, depression and teen pregnancy. The Borough Police Department and Neighborhood Services Division of the Administration Department work with CTC achieve the Borough's strategic goal to maintain safe, stable, attractive neighborhoods and as a partner in expanding cooperative opportunities and obtaining funding for youth programs and crime prevention.

The Department of Ordinance Enforcement and Public Health would like to notify Borough residents and property owners that ordinance enforcement occurs on a 7 day a week basis. This is being done to protect and preserve public health and safety in our community. A big concern this time of year is snow removal. Snow removal from public sidewalks must be completed within 24 hours after precipitation ceases to fall. On November 15, the Spring Creek Homesteading Fund in conjunction with the Borough’s Public Works Department hosted a fall festival and potluck with an array of locally grown and organic foods. Citizens interested in revamping food policies in State College and the Centre Region, farmers, community garden organizers, and students joined together in a celebration of local food and with the idea of networking, communicating and creating a cohesive group to address food security issues in the region. The event drew in over 60 members from the community with hopes that this is just the beginning of a movement and further cooperation with the Borough. Non-profit organizations like the Spring Creek Homesteading Fund and the Borough’s neighborhood associations represent ways the community can speak with one voice to elected officials on their desires for the future of the community. One of the greatest, but often overlooked threats to your safety is the quality of air within your home. One indoor air pollutant, Carbon monoxide (CO), is an invisible, odorless, colorless gas produced when any fossil fuel does not burn completely because of insufficient oxygen. Because carbon monoxide poisoning symptoms mimic the flu and other illnesses, poisoning can be easily overlooked. The U.S. Consumer Product Safety Commission recommends that every residence with fuel-burning appliances be equipped with at least one UL-listed CO alarm to adequately protect against carbon monoxide poisoning.

Although turkey may be seen as the primary component of the Thanksgiving meal, not every aspiring Thanksgiving host knows how to properly cook one. Luckily, those with less fowl-basting experience can put a scrumptious turkey on the table for all to enjoy with just a little help from our safety experts. - The State College Borough offices will be closed Thursday, November 24 and Friday, November 25, in celebration of the Thanksgiving Holiday.
- YMCA of Centre County will hold its Polar Bear Plunge fundraiser
on December 3, at 10 a.m. at Bald Eagle State Park. For more information, click here.
- Centre County United Way will hold a Festival of Trees from December 8 to December 11, at the Penn State Agricultural Arena. Businesses and organizations can purchase and decorate live trees for the community to enjoy. Click here for more information.
