Amendment to the Home Rule Charter

Sample BallotOn Election Day, November 8, 2011, Borough residents will be asked to vote for or against an amendment to the Borough of State College Home Rule Charter that has been placed on the ballot as a result of a petition by a local environmental group.

Mayors from Turkey visit State College

On Wednesday, October 19, 2011, the Borough hosted 44 visitors from the Turkish Service Association of Local Governments (MIHDER). Borough Council President Ron Filippelli greeted and welcomed the Turkish Mayors in Elizabeth Goreham's absence. The Borough Manager, Tom Fountaine, presented the workings and organization of State College and the Public Works Director, Mark Whitfield, gave a presentation on recycling, composting and organics collection.

The group chartered a bus from New York City to visit the Pennsylvania State University and the Borough of State College.  The Mayors presented Borough officials with gifts representing the culture and primary industries of Turkey and shared their respective wisdom on governmental affairs.

Crow Control

crowFall has hit full swing in State College, and with the seasonal festivities comes the annual crow roosting that began downtown five years ago. Crows started flocking to public areas, including bus stops and public right-of-ways in large numbers in 2007 and continue to roost here each fall.

The Borough recognizes the potential nuisance of the urban roosts and employs a management plan to help keep the crows from roosting in these problem areas through the use of loud noises and harassment. 

If large flocks roost on your property and become a problem, loud noises around dawn or dusk, along with dead crow effigies, and shining lights may help to disperse them. Crows typically roost in proximity to trees, so keeping yours well trimmed and thin will help to discourage their presence. More information can be found at the following websites:

Economic Security Forum

National issues forum brochureState College Area School District Community Education in association with the Centre Daily Times and Schlow Centre Region Library will be sponsoring a national issues forum titled, "Economic Security: How Should We Take Charge of Our Future?" on Thursday, November 10, 2011, from 6:30 to 9 p.m.

Scouting for Food

The Juniata Valley Council of Boy Scouts of America will be conducting their 22nd Annual Scouting for Food Drive. Scouts have placed door hangers with instructions on how to donate non-perishable food items at residences throughout the Centre Region and will be collecting donated items on November 5, 2011, beginning at 8:30 a.m. All of the items collected will stay locally to help our neighbors who are in need of food.

Anyone who did not receive a door hanger is urged to consider making a donation to their local food bank or pantry. For more information about the State College Area Food Bank, click here.

Snow Removal Reminder

Snow came early this year.  Just a reminder to Borough residents, sidewalks must be cleared of all snow and ice within 24 hours after a snowfall has ceased.  Keeping the sidewalks clear is critical for both public safety and accessibility. It is especially important to clear ramps at corners so that full access is maintained. Failure to clear sidewalks will result in violations and costs to the property owner when the Borough has to contract for the sidewalks to be cleared.

Please also remember that residents are required to make arrangements for keeping their sidewalks clear when they are out of town.

  • The Centre County Affordable Housing Coalition will hold an Affordable Housing Summit on Novmber 3, 2011. Click here for more information.
  • The Centre County Solid Waste Authority (CCSWA) will continue to offer a special recycling collection for old CDs, DVDs and VCR tapes until November 15, 2011.  Drop off your old media items at the CCSWA during normal business hours.  For more information, click here
  • Borough Council will receive the 2012 Budget at the November 14 regularly scheduled Council meeting. A public hearing will be held December 5.
  • On Thursday, November 10, the Centre Hall Relay For Life will hold its 8th Annual Celebratory "Kick-Off" gathering at the Centre Hall Lions Club. Click here for more information.
  • State College Borough offices will be closed on Veterans Day, Friday, November 11, 2011. Refuse collection will remain unchanged.
