Heritage State College: DRAFT HARB Design Guidelines
The Municipality of State College is continuing its community-focused education and planning process to consider how two of its most heritage-rich neighborhoods, the Holmes-Foster/Highlands and College Heights Historic Districts, could be preserved for future generations. As part of this process, the Municipality of State College will be adopting Historical and Architectural Review Board (HARB) Design Guidelines and are seeking public comment on the DRAFT guidelines on its online town hall forum, Engage State College.
The State College Planning Department will be working with historical preservation consultant, Winter & Co. to develop the HARB Design Guidelines for final Council adoption.
In December of 2017, Borough Council passed Ordinance 2104 that established a HARB. This Ordinance will require, utilizing the Design Guidelines, a review of all contributing buildings in the historic districts that are undergoing additions to the main building, demolition of part or all of the main building, and new construction of a main building within the local historic districts.
The forum on Engage State College is open to everyone and there is no registration required to participate.
The forum will close on Friday, June 15.
