State College Announces Trial Use of On-street Smart Meters and Kiosks

 
State College, PAState College Borough is providing more opportunities for visitors to the downtown to pay for parking without needing to keep coins on hand.
 
This week, the Borough will start a 90-day trial of 20 single-space smart parking meters and one multi-space kiosk that accept credit card payments. Meters will be installed the week of March 21 along College Avenue. Additionally, signage with directions on how to use the new meters will be installed as part of this project.
 
This trial program is in line with the Borough’s overall goals to make it easier to park downtown. Over the past couple of years, the Borough has installed kiosks in off-street parking lots and permitted residents to use Parkmobile pay-by-phone technology to pay for both off- and on-street parking downtown.
 
Besides keeping up with the changes in technology and making parking revenue more efficient, increasing payment options will help people avoid parking tickets. The trial single-space meters accept payment with credit/debit cards and coins; additionally, multi-space kiosks offer payment with cash. In the event of a coin jam, the meter will continue to allow payment via credit/debit card or Parkmobile.
 
Funding for the replacement of the old coin-operated on-street meters with smart meters is allocated in the 2016 Borough operating budget. Both single-space and multi-space meters offer their own unique benefits; this 90-day trial will assist the Parking Department in determining the types of meters that work best in specific locations within downtown State College.
 
Implementation of smart meters in other college towns has resulted in real savings in operational efficiencies and growth in revenue. For instance, the new meters will be easier to maintain than the old coin meters. The trial meters, provided by IPS Group, have shown greater than 98% up-time and are designed to automatically call for repair if they are vandalized or malfunction.
