[ARCHIVED] Parking Changes in Effect for Student Move In

The Borough of State College Parking Department will not be enforcing the “No Parking 2 a.m. to 6 a.m.” and the one- and two-hour restrictions beginning at 2 a.m. on Sunday, August 18, 2019. Restrictions will go back into place at 6 a.m. on Sunday, August 25, 2019. No lawn parking will be permitted. If you plan to park inside the areas outlined below, please see the regulations for parking in the Highlands Neighborhood over the weekend.

*2019 CHANGES: This weekend, the Borough will be implementing the Highlands Residential Parking Pilot Program. During large events in the past, the Borough has lifted overnight restrictions throughout the entire Borough because the volume of permissions is too great for staff to process. This will change for the Highlands Neighborhood for the duration of the Pilot Program, but areas outside the Highlands in the Borough will still have the overnight restrictions lifted. The area impacted by this change is marked in the map below.


Residents of the Highlands that have registered for the guest permits will be eligible to purchase overnight parking permits for their guests at a cost of $10 per 24-hour period. Vehicles must be parked on streets signed for the permits within the boundaries of the Pilot Program. Any vehicle without a valid permit in the area shown above will be subject to fine.

*This applies to overnight parking only. Parking inside the mapped area during the day on Saturday and Sunday will be allowed.

All Pennsylvania Vehicle Code and No Parking Anytime violations will be strictly enforced. Vehicle Code violations include, but are not limited to:

  • No Parking on the Sidewalk
  • No Parking within an Intersection
  • No Parking on a Crosswalk
  • No Parking within 20 feet of a Crosswalk at an Intersection
  • No Parking with 30 feet of a Stop Sign
  • No Parking over 12 inches from the Curb
  • No Parking against Traffic
  • No Parking in Front of a Driveway

Cars in violation will be subject to ticketing and/or towing. All metered parking will also be strictly enforced from 10 a.m. to 10 p.m. at street meters and in the metered parking lots.
