Recycling costs are increasing on a per household basis from what Centre County Refuse and Recycling Authority (CCRRA) charges the Borough:
The increase reflects higher operating costs due to a dramatic drop in sales revenue in the recycling market which normally contributes to the operating costs.
The Borough has been using fund reserves for the past few years to balance the cost of provided services.
Services included in this fee are: refuse and bulk item collection, transportation, processing, and disposal; organics and yard waste collection and processing,
The Borough's refuse fee schedule is not only for the collection of refuse; it includes recycling, residential organic collection, brush collection, bulk item collection, and leaf collection.
The 2021 rate increase is due to a recycling rate and tipping fee increases from CCRRA which is explained in this release. This increase is a pass-through increase of approximately 12.75%. For example, if a resident was paying $204 semi-annually, their rate increased to $230 semi-annually or an increase of $4.33 monthly.
The increase varies dependent upon the service location, as well as the type of dwelling (single-family / single family with an apartment / multiple dwellings/apartments / extra refuse containers / low volume usage).
Commercial users also experienced a similar increase on the disposal portion of their invoice with a more modest increase in the collection portion.
