The Borough of State College's Sustainability Projects Coordinator and Facilities Foreman reviewed the building and completed the LEED v4 Operations & Maintenance: Existing Buildings Project Checklist in February of 2015.

State College Service Facility

State College Borough completed the construction of a new service facility in 2014. Based upon input from the public and design charrettes, an environmentally conscious construction came to the forefront. Borough Council adopted a policy to build all new municipal buildings to meet LEED Silver certification requirements at minimum. Council appointed a citizen advisory committee to act as liaison to staff and the design team. The new service facility would meet LEED New Construction Gold Standard with 60 points if it were possible to obtain certification via the program. The project was for an entire campus of buildings, many of which cannot be scored in the LEED system. Every effort was made to make this a sustainable construction project given the costs of the project and the constraints of the site.

Beaver Avenue Garage

Beaver Garage Energy Audit

On November 5, 2012, Premier Power Solutions, LLC (PPS) performed an energy audit and conditions assessment of the State College Borough Beaver Avenue Parking Garage. Recommended Energy Conservation Measures (ECMs) included: installation of occupancy sensors, retrofitting existing 400 watt HID fixtures to 120 watt induction lighting, installation of 6 inches of polyurethane foam insulation on restroom and storage room ceilings, installation of induction parking lot lights on the upper deck, and the installation of variable frequency drives.
Fraser Street Garage

Fraser Garage Energy Audit

On November 5, 2012, Premier Power Solutions, LLC (PPS) performed an energy audit and conditions assessment of the State College Borough Fraser Street Parking Garage. Recommended Energy Conservation Measures (ECMs) included: installation of occupancy sensors, retrofitting existing 400 watt HID fixtures with 120 watt induction lighting, replacement of 32 watt fluorescent lamps with 28 watt lamps, installation of induction parking lot lights on the upper deck of the garage and the replacement of outside 175 wall packs to 26 watt LED wall packs.
Bellaire Court

Bellaire Court Energy Audit

On November 5, 2012 Premier Power Solutions, LLC (PPS) performed an energy audit and conditions assessment of the State College Bellaire Court. Recommended Energy Conservation Measures (ECMs) included: replacement of 175 watt Outdoor HPS lights with 26 watt LED wall packs, air sealing with silicone acrylic latex caulking and minimal expanding foam, installation of ventilation fans in storage areas, replacement of exit signs with LED models and the replacement of the water heater.

Schlow Library Energy Audit

On November 5, 2012 Premier Power Solutions, LLC (PPS) performed an energy audit and conditions assessment of the Schlow Centre Region Library. Recommended Energy Conservation Measures (ECMs) included: installation of variable frequency drives on pumps, installation of occupancy sensors, replacement of parking garage lights, replacement of 32 watt bulbs with 28 watt bulbs and the use of smart strip plug outlets.

Service Garage Energy Audit

On November 5, 2012 Premier Power Solutions, LLC (PPS) performed an energy audit and conditions assessment of the State College Borough Service Garage. Recommended Energy Conservation Measures (ECMs) included: installation of a waste oil furnace, installation of occupancy sensors, replacement of 400 watt HID lighting to High Bay T-5 lighting, replacement of outside wall packs and the use of smart strip plug outlets.
