Purchasing and Risk Management
Responsibilities
The Borough has a centralized Purchasing Office that is responsible for the administration of the Borough’s Purchasing Ordinance and regulations. This includes:
- Purchase and acquisition of all materials, services, and supplies required by the various Borough departments;
- Developing and reviewing specifications for bid packages;
- Maintaining vendor contacts and bidders’ lists; and
- Reviewing contracts.
The Purchasing Office is also responsible for the disposition of all obsolete Borough equipment and supplies. Online auctions are held and are open to the public for this purpose.

Purchasing/Contract/Property Disposition Control Policy
State College Borough's Purchasing/Contract/Property Disposition Control policy can be found in the Borough Codification of Ordinances under Chapter I, Part N. This policy governs the purchase of products, goods and services, the making of contracts, and the sale or lease of personal or real property of the Municipality. The purpose of this policy is to ensure the Borough complies with all state and federal laws and guarantee Borough purchases are made in a transparent, fiscally responsible and consist manner.
